Minor wording changes about logstics; add link

Add note this is still a draft — now URL is public, need to say that

Fix URLs to be true Markdown.

Wording improvements provided before repository was up.

Attempt to address concern about lack of evidence linked.

It's not our goal here to document all the irregularities in this
election.  The original draft included a last-minute request from a
frustrated party to communicate that.  With the LWN link, I think we
have what we need in this regard anyway.

Petition draft, before anyone had signed it yet.

README.md should just be a symlink to the petition
